Default is medicare a means-tested benefit?

Hi. For Form I-912 (Request for Fee Waiver), is Medicare considered a means-tested benefit? If it is, then the beneficiary would be eligible for a fee waiver. I believe it is NOT an MTB, but just wanted to make sure. Thx. m.

Medicare is typically not a MTB, rather a federal health insurance program that pays for hospital and medical care for elderly and certain disabled Americans.
